HRBI is an independent insurance agency offering specialized
insurance products for your business and personal needs.

Our Story

HRBI was formed in 2016 by its parent company, Washington Technology Industry Association (WTIA) to serve its members who are small businesses. We saw a market dynamic that made it difficult for small tech employers to attract and retain employees.  They simply weren’t able to offer benefits that were competitive with those offered by the larger tech employers. 

What we have learned by serving the tech industry can be applied across all industries – employers of all sizes and industries benefit from having a trusted advisor help them navigate benefits. We deeply care about small businesses as they drive innovation and are the backbone of the economy. 

We serve all types of businesses and their employees. We offer advisory services, benefit programs, and insurance solutions through a cadre of carrier and provider partners. Our agency structure, resources, and staffing model allow us to deliver deep technical expertise and responsive customer service through licensed professionals.  As an independent agency, we work hard to place you in the right benefit program or insurance product with the right carrier.

Our Team


Ashlee Wright, Senior Account Executive

Ashlee began her insurance career working at a local insurance office while attending college. After graduating from Pacific Lutheran University Magna Cum Laude with a Bachelors of Education and a Bachelors of Arts- Hispanic Studies she continued to work in the insurance industry. Ashlee has a passion for education which has flourished during her insurance career. She is committed to educate her clients about their insurance needs and works diligently to find the insurance program that fits.

During her 17 years working as an insurance agent she has worked in both the commercial and personal lines spaces. She has been licensed in Property, Casualty, Life, and Health since 2006. Prior to joining HRBI, Ashlee worked as an Insurance Wholesale Broker for a large international brokerage firm. Ashlee holds the Commercial Insurance Service Representative and Commercial Risk Manager designations.

Outside of work she enjoys traveling with her partner and 11 year old son, gardening, and volunteering for a local organization.

Ashlee believes the foundation of a strong insurance program starts with a close working relationship and education. Her enthusiasm and passion for insurance will shine  and be an asset to you regardless of your personal or commercial insurance needs.


Jared Whaley, Director of Personal Lines Insurance

Jared Whaley is the Director of Personal Lines Insurance at HRBI and specializes in programs and services relating to personal insurance, including auto, home, umbrella, boat, RV insurance and more.

He spent 7 years at an insurance agency until he started the Whaley Insurance Agency, where for over 12 years his customers entrusted him to navigate the complexities of insurance to help them find the best product, and best price, to properly protect their assets and estate.

As a small business owner, Jared handled all aspects of an insurance operation from sales, service, products, and claims to accounting, taxes, and just keeping the lights on. This experience, combined with his life experiences as a husband and father, have given Jared the understanding to help his customers through all stages of life.

In his free time, Jared enjoys camping with his wife and son, golfing, playing soccer, and  walking his dog Janie.


Rebecca Carroll, Director of P&C Operations

Rebecca began her insurance career in 2005 after graduating from Eastern Washington University with a double major in Business Management and Human Resources. She quickly climbed from administrative assistant to account manager to the Director of Operations and Marketing at Encore & Company, Inc, a local independent agency that specialized in coverage for commercial landowners.  

Prior to joining HRBI in 2019, Rebecca worked at a large international insurance brokerage company on the small commercial lines team, handling a wide variety of accounts. 

Rebecca enjoys hiking, camping, traveling, photography, and hanging out with her tiny dog Teddie.


Robert Te Winkel, CFO

Robert is originally from Caracas, Venezuela and found his way to the U.S. on a soccer scholarship. After graduating from University of North Carolina of Greensboro with a bachelor of science in Accounting and Finance, Robert moved to Spain to get his MBA at the University of Madrid. Prior to becoming the CFO of HRBI, Robert held several accounting and finance roles for privately-held enterprises in Washington and California.

Robert is an avid soccer player and enjoys many recreational activities including hiking, snow-boarding and paddle boarding.  Robert recently welcomed his second child to the world in February 2021, Anders, and is the father of two boys under the age of 3.

Robert is deeply committed to serving small businesses and the tech community.  In his role as the CFO of the WTIA and its family of companies (including HRBI), the greater Washington business community and tech ecosystem benefits from his positivity, empathy and strong financial acumen.


Thomas Price, Vice President

Thomas joined HRBI in 2018 as the Vice President of Property & Casualty. He is originally from Montana and graduated from Gonzaga University and then served honorably in the United States Army from 1999 – 2003.

After leaving active duty, Thomas held several finance roles at Microsoft before pursuing a career in the insurance industry.  Prior to joining HRBI, he was the Technology & Professional Services Practice Director for a regional independent agency.  He has been a licensed property & casualty agent since 2013. 

Outside of work, Thomas enjoys spending time with his wife and three boys.  They travel frequently to attend youth baseball, hockey, and football events. 

Thomas is deeply committed to serving small businesses and the local community and is a subject matter expert for small & mid-sized business insurance.  His passion, enthusiasm, and commitment to developing close working relationships will ensure your insurance program is done right!
